Mikaela Earl, PharmD, BSA
Director of Epidemiology
Mikaela serves as the Western Regional Epidemiologist and the Director of Epidemiology at the
Cabell-Huntington Health Department. Her tasks include overseeing outbreaks, investigating
disease cases, providing education on updated guidelines, and analyzing and interpreting data
collection. Mikaela graduated from Marshall University School of Pharmacy, where she received
a Doctorate in Pharmacy and Bachelor of Science. She has had several years of experience in
epidemiology and loves having the opportunity to work with patients and partners to strengthen
the health of the community.

Mike Bolen, RS
Administrator
Mike has been with the Brooke County Health Department since 2002. He has served as a
registered sanitarian/threat preparedness coordinator during that time. In 2015, Mike became the
administrator for the Brooke County Health Department. Mike has served on many
committees of the Public Health Association and the Association of Sanitarians. Currently he
sits on the executive committee of the public health association. Mike has two sons (Aaron 18
and Cole 15) and a mini-golden doodle (Rocky 1). Mike enjoys being overly active in his local
volunteer fire department serving as an assistant chief and treasurer of the department. Mike also
works part-time as an emergency 911 dispatcher in Brooke County.

Julie Miller
I graduated from D’Youville College (now University) in Buffalo, NY in 1973 with a degree in
Nursing. I moved from New York to Williamson, WV and for several years worked at
Williamson Appalachian Regional Hospital. In 1979 I became a Nursing Instructor at what is
now Southern West Virginia Community and Technical College on the Williamson campus.
During that time, I received a Masters in Vocational Technical Education from Marshall
University. I joined what was then the Division of Local Health in 1984 as an Area Program
Coordinator and stayed there until 1990. I was also the West Virginia SIDS Coordinator from
1988-1990. In 1987 I received my Masters in Nursing from West Virginia University. In
September of 1990 I joined Boone County Health Department as an Assistant Administrator and
Nursing Director. I completed my certification and became a Family Nurse Practitioner in 1991
and added that to my duties. In the late 90’s I became Administrator of the agency. I retired in
2021 but I still work at Lincon County Health Department and Mingo County Health
Department, one day a week at each office. I have been active in the Nursing Section and the
Local Health Association.
